At 11:40 a.m., a student reported being followed by a white male into Smith Memorial Student Union. Officers Brian Rominger and Gregory Marks responded and contacted nonstudent Phillip Cox, who stated he was on campus to study in Millar Library. Cox was issued an exclusion.

Sgt. Michael Anderson contacted nonstudent Christopher Long at 2:24 p.m. after a report that Long had urinated behind the Stott Center and then shoved an employee when confronted. Long was issued a citation in lieu of arrest for harassment and offensive littering as well as an exclusion.

Officer Rominger took a report of a bike theft at 10:57 a.m. from a student who stated the bicycle was taken from the bike rack at the northwest corner of the building on July 8 between 2 and 9 p.m.

At 12:05 p.m., officers Shawn McKenzie and Rominger contacted nonstudents Justin Panek, Matthew Weed and Zachary Folsom, who were leaving the west entrance of the building. Panek admitted to having needles on his person. All three were issued exclusions.

Officer McKenzie arrested nonstudent Justin Panek on a probation violation detainer and possession of a controlled substance (methamphetamine) at 2:18 p.m.

At 1:30 p.m., Officer Rominger received a report of a suspicious person sleeping in the entrance to the building. Upon arrival officers contacted nonstudent Amy Salerno, who had a current exclusion. Salerno was issued a citation in lieu of arrest for criminal trespass II.

Sgt. Anderson and Officer Chris Fischer arrested nonstudent Robert Jensen for felony public indecency, criminal trespass II and a probation violation detainer at 9:43 p.m. Jensen was a suspect in a report of a male subject masturbating and was taken into custody after a short foot pursuit.

At 6:29 p.m., officers Jon Buck and David Baker contacted a group of nonstudents for offensive littering. David Grandon Jr. refused to cooperate throughout the contact but was eventually taken into custody for offensive littering and issued an exclusion.

Officers Nichola Higbee and Gary Smeltzer, Lt. Craig Whitten and Sgt. Robert McLeary responded to a hold-up alarm at ID Services at 11:41 a.m. After a report of a suspicious male wearing a mask and acting strange, officers contacted nonstudent Roy Tankersley and issued him an exclusion.

At 4:11 p.m., Officer Denae Murphy contacted nonstudent Ryan Wheeler, who had a current exclusion, and issued him a citation in lieu

Officer Baker received a report of a theft from a student at 5:52 p.m. The student reported that her purse was stolen from the classroom between 4:45 and 5:10 p.m.

At 3 p.m., Officer Higbee contacted nonstudent Debra Hyde, who had been previously asked to not return to campus, and issued Hyde an exclusion.

At 7:39 p.m., Officer Chris Fischer and Sgt. Michael Anderson contacted nonstudents Caden Milligan and Kacee Saldivar. Saldivar was injecting heroin in a women’s restroom while Milligan charged his phone in a study lounge. Saldivar was arrested on three outstanding warrants and Milligan was arrested on one outstanding warrant.

Officer Brian Rominger contacted nonstudent Futhum E. Habte, who was sleeping and claimed a student let him into the building to use the computer lab after a night of drinking. Habte was issued an exclusion.

At 8:30 a.m., Officer Rominger received a report from faculty members that a classroom was entered and a documentation camera and ceiling projector were taken along with pieces of the podium.

Officer David Baker contacted nonstudent Christina Chavez, who had a current exclusion, at 9:44 a.m. Chavez was cited in lieu of arrest for criminal trespass II.

At 10:53 a.m., Officer Rominger received a report from a faculty member that between July 1 at 5:10 p.m. and July 2 at 10 a.m. her office was entered and her Blackstar saddle bag and an amber and silver necklace were taken.

Officer Denae Murphy took a report of a student’s vehicle being entered between 7:55 a.m. and 5:20 p.m. and $300 worth of belongings taken.

At 5:17 p.m., Officer Baker received a report of a suspicious subject staring at people in the computer lab, unzipping his pants and placing an extended finger in his crotch. Subject was described as a 5-foot-8-inch white male with a medium build and light brown hair wearing a white T-shirt and beige shorts. Officers responded and searched the area but were unable to locate the subject.

Parking Structure 2, northwest stairwell

Officers Murphy and Baker contacted four suspicious males at Southwest Broadway and Mill Street who were seen exiting the parking garage. Upon contact, nonstudent William Duke became enraged and advanced toward officers with a wooden chair leg brandished as a weapon. Duke was arrested and lodged at Multnomah County Detention Center for criminal trespass II and menacing, and on a probation violation detainer.

Officer Baker received a report of an unknown male who took a bag of chips and a beverage without paying for them and then left toward the South Park Blocks.

At 4:30 p.m., officers responded to a report of a fight in progress. Upon arrival officers contacted nonstudent Christina Chavez, who had cut her own face and smeared her blood on the arm of a contracted PSU facilities employee. Chavez had a current PSU exclusion and was arrested and lodged at Multnomah County Detention Center for criminal trespass II, harassment and reckless endangerment.

Officers Rominger, McKenzie and Buck contacted and gave an exclusion order to nonstudent William G. Brown at 11 a.m. for drinking alcohol on campus. Brown then left the park and sat on the bench on the northwest corner of Parking Structure 2. Brown was arrested for criminal trespass II and taken to the Multnomah County Detention Center.

Officers Shawn McKenzie, Brian Rominger and Jon Buck contacted a male student standing next to a vehicle registered to the student’s parents at 8:40 p.m. The student had an outstanding felony warrant. On the roof of the car were two pills that tested positive for opiates. The student was arrested on the warrant and for possession of controlled substances.

At 11 a.m., Officer Nichola Higbee received a report of graffiti in the men’s restroom.

At 8:30 p.m., Officer Gary Smeltzer received a report from a female student that a black male who identified himself as Stephan made small talk with her and followed her to her car on the fifth floor of Parking Structure 3. The subject then told the female student he was hitting on her and when she refused his advances he told her he was going to kiss her anyway. The subject put his hand on her shoulder and leaned in to her and she pushed him away. At that time a car drove by, possibly scaring the subject off. The subject was described as approximately 5-feet-8-inches tall and wearing glasses, and had an accent of unknown origin.

Officers Gregory Marks, Smeltzer and Higbee contacted nonstudent James Moore, who had a current exclusion order, after finding him sleeping on the third floor of Cramer at 7:51 a.m. Moore was cited in lieu of arrest for trespassing.

Officers Higbee, Smeltzer and Marks received a report of a man lying on the bathroom floor at 1:04 p.m. Upon arrival officers contacted nonstudent Jon Marcus, who consented to being searched, and found one heroin bindle and narcotic paraphernalia. Marcus was issued an exclusion order and arrested for possession of a controlled substance (heroin) and taken to the Multnomah County Detention Center.

At 3:15 p.m., officers Smeltzer, David Baker, and Denae Murphy arrested a male student for harassment and criminal mischief. The student was a suspect in an assault that occurred May 16. No further information.

Officers Murphy and Baker received a report of a suspicious male loitering in the lobby of the Urban Center Building at 5:50 p.m. Upon arrival they contacted nonstudent James Moore, who had a current exclusion order and had been cited for trespassing earlier in the day. Moore was arrested for trespassing and taken to the Multnomah County Detention Center.

Officer Smeltzer received a report at 1:35 p.m. of a student being video recorded removing and destroying a student group’s university authorized event announcement fliers.

At 4:40 p.m., Officer Smeltzer assisted Housing and Residence Life with the removal of marijuana and drug paraphernalia from a student’s room. No further information.

Fourth Avenue Building, east side

Officer Baker took a report at 4:52 p.m. from Transportation and Parking Services of a stolen citation device. The citation device was taken after it was unintentionally left on a bench for 30 minutes by a parking enforcement officer. The item was later located using GPS and recovered from nonstudent Leonard Szabo off campus. It was determined Szabo suffers from a mental illness and did not understand the situation. Szabo was issued an exclusion order.

Sgt. Michael Anderson received a report that a 1990 Acura was entered and the glove box and center console ransacked at 10:42 p.m. The front passenger-side window’s glass was pulled away from the weather stripping to gain access to the vehicle. Nothing was missing.

At 4:27 p.m., officers Rominger and McKenzie contacted nonstudent Michael Croghan, who was yelling profane and vulgar things at passersby. When contacted, Croghan attempted to run from officers and threw a black container with a clear lid on the ground. Croghan was arrested for disorderly conduct and offensive littering and was taken to Multnomah County Detention Center.

Officers Chris Fischer and Jon Buck responded to a report of a male subject positioned on the grassy area in front of the building with his pants pulled down, exposing his penis to the public, at 5:33 p.m. Officers contacted the subject, nonstudent Kevin Phillips, and issued him an exclusion order.

At 4:31 p.m., officers Rominger and McKenzie responded to a report of a male subject exposing his penis and masturbating in front of a student. Officers searched the building but were unable to locate the subject. The subject asked the victim to take a picture of his tattoo with his smart phone and when the victim looked up from the phone the subject dropped his shorts down, revealing his erect penis, and then began to slide his hand up and down on his penis. The victim set the phone down and walked away. The suspect is described as a white male in his 30s, about 5’7” and 200 pounds, with brown hair, a thick brown beard and a big, black, square tattoo near the pelvic region of his right hip. He was wearing a t-shirt and tan cargo shorts.

Craig Whitten responded to a report of a cell phone theft in progress at 6:18 p.m. Shortly after, the Portland Police Bureau was dispatched to a report of a confrontation over a stolen phone at Southwest Fifth Avenue and Harrison Street. A short investigation revealed the suspect in both calls was the same, nonstudent Eric Zimmerman, who has a current exclusion and is on felony probation. Zimmerman’s probation officer was contacted, and a probation violation detainer was issued. Zimmerman was arrested on theft II, criminal trespass II and the probation violation detainer. The stolen iPhone 4 was returned to its owner.

At 12:11 p.m., officers Baker and Buck responded to a report of a forged $50 bill. The cashier alerted the student in possession of the bill that it was counterfeit, and after a short investigation it was determined the student was not intentionally trying to pass the bill. At 9:46 a.m., Officer Chose located a small black box in the northwest stairwell of the parking structure that contained heroin and unknown pills. It was seized and marked for destruction.

Sgt. Anderson took a report from a female student who stated she found a male subject in the fourth floor laundry room of the Broadway building sniffing her underwear on March 3. The victim said the subject had a bushy brown beard and a raspy voice and was about 5-foot-11-inches. It is unknown if he was a student.

At 3:40 p.m., officers Baker and Rominger and Sgt. Anderson contacted a student on suspected marijuana possession. A pipe and Mason jar containing marijuana were seized.

University Center Building
Officer Peter Ward took a report of criminal mischief to a vehicle that occurred between 1:50 p.m. and 10:45 p.m. while the vehicle was parked in the basement level of the University Center Building. The driver’s-side rear passenger window was smashed but nothing was taken.

Officer Chose located graffiti on the north side of the basement in Neuberger Hall.

Urban Center
At 12:37 p.m., Officer Chose contacted nonstudent Jason Landers in the Urban Center. Landers had been issued an exclusion order the week prior by Officer Chose and Officer Buck. A citation was issued for criminal trespass II.

West Heating Plant
Officer Smeltzer, Officer Buck and Officer Chose contacted nonstudents Asia Arrozal and Will Anderson-Brown at 1:07 p.m. on the south side of the West Heating Plant. Anderson-Brown was arrested on an outstanding felony warrant and attempted unlawful possession of heroin, and Arrozal was arrested for attempted unlawful possession of heroin.

At 9:10 a.m. Officer Smeltzer and Officer Buck contacted nonstudent Jonathan Schlieder on the east side basement alcove of Cramer Hall. Schlieder was cited for criminal trespass II and given an updated exclusion order.

Officer Baker and Officer Rominger contacted nonstudent Michael D. Stewart at 4:44 p.m. on the east side of the Harder House. Stewart had an outstanding felony warrant and was in possession of 20.541 ounces of marijuana. Stewart was arrested on said warrant and unlawful possession of marijuana and issued an exclusion order.

At 3:44 p.m., Officer Brenton Chose contacted nonstudent Jeremy Willis because of an outstanding warrant for failing to appear on charges of trespass II, resisting arrest, disorderly conduct II and interfering with a peace officer. Willis was arrested.

Hit and run
Between Cramer and Lincoln halls

Officer Jared Schuurmans and Officer Chris Fischer located an unoccupied wrecked vehicle at 2:41 a.m. The impact point from the vehicle was located on the streetcar pole on the south side of the University Services Building. The investigation was turned over to the Portland Police Bureau.

Ondine Residence Hall

Officer Smeltzer and Officer Buck contacted nonstudent Jason Landers for sleeping on a couch in the Ondine lobby. Landers said he got into the secured building by following two students through the front doors without their knowledge and admitted using the same technique on the morning of March 1 to enter Ondine’s lobby. An exclusion order was issued.

Blumel Hall parking lot

At 2:39 p.m., a female student reported to Officer Chose that her green 1999 BMW was stolen from the Blumel Hall parking lot sometime between Jan. 26 and March 2 at 2 p.m. PPB located the vehicle on March 3.

Arrest
Officer Fischer arrested nonstudent Michael Shepherd on a parole violation detention warrant. No further information.

St. Helens

Sergeant Joe Schilling, Officer Shawn McKenzie and Officer Chose contacted nonstudent Race Irwin and issued him an exclusion order for sleeping in a room in the St. Helens housing building without the resident present. The resident allowed Irwin to stay in his room while he worked the night shift.

Academic and Student Rec Center

At 8:50 p.m., Officer David Baker, Officer Murphy and Officer Brian Rominger contacted nonstudent Thomas M. Schiffbauer outside the Academic and Student Rec Center. Schiffbauer had a current exclusion order, and upon being taken into custody and searched, he consented to a search of his suitcase, where four syringe plungers were found. Schiffbauer was arrested for criminal trespass II and attempted possession of methamphetamine.

Officer Chose took a report from a male student who said between 1:25 p.m. and 1:40 p.m. his backpack was stolen from the fourth floor of the Millar Library.

Officer Jon Buck took a report from a faculty member who was the victim of a hit-and-run accident that occurred on Feb. 19, at 9:35 a.m., in the Fourth Avenue Building parking garage.

At 5:18 p.m., Officer David Baker took a report from a male subject who was unable to find his wallet. The victim believes he left his wallet in the first floor men’s bathroom of the SRTC building at noon. The victim noticed his wallet was missing at 4 p.m. and returned to the SRTC to look for it but found it was gone.

At 1:18 a.m., Officer Schuurmans responded to Broadway residence hall after a report of a male subject masturbating on the second floor. Officer Schuurmans contacted nonstudent Elton L. Whittaker and determined no crime had been committed. Whittaker was issued an exclusion for creating an uncomfortable environment.

University Place Hotel
Officer Buck and Officer Gary Smeltzer responded to University Place Hotel for a report of a vehicle break-in that occurred between 4 p.m. on Feb. 22 and 9 a.m. on Feb. 23. The rear driver side window was broken, and miscellaneous items totaling $102 in value were reported missing.

Officer Chose and Officer Denae Murphy responded to University Pointe at 4 p.m. at the request of University Pointe security for a welfare check on a male subject who was passed out in the lobby. Nonstudent Jason Torgerson was issued an exclusion. University Pointe security said University Pointe considers the area of the lobby west of the sliding glass doors to be owned by PSU.

At 1:26 a.m., a male subject fled from Officer Schuurmans in Parking Structure One, and after a short pursuit on foot, nonstudent Bradley N. Wright was taken into custody for trespassing. It was determined that Wright was using binoculars to look into the windows of the Broadway, University Pointe and Ondine residence halls.

At 8 a.m., Officer Chose contacted student Travis Murdock, who was parked in Parking Structure Three, exhibiting suspicious behavior and without a valid parking permit. Murdock was found to have an outstanding warrant for theft and was arrested.

At 3 p.m. in the southwest corner of the XSB parking lot, Officer Chose and Officer Murphy contacted nonstudent Gregory Hightower for drinking beer with nonstudents Mario Fuentes and Shima Haydarzadehsadrabadi. Hightower was issued an exclusion, Fuentes had a valid exclusion and was cited for trespass, and Haydarzadehsadrabadi claimed to have not been drinking.

At 3:15 p.m., Officer Baker and Officer Brian Rominger responded to a report of an aggravated and uncooperative student who refused to leave SHAC. The student claimed he had been treated unfairly by SHAC staff and had been asked to leave by Dr. Mark Bajorek. Bajorek gave information to file a formal complaint and asked the student to leave because of his aggressive behavior.

At 11:20 p.m., Officer Chris Fischer contacted nonstudent John Vo, nonstudent Sabath Lim, nonstudent Wattena Myers and nonstudent Trien Nguyen in a vehicle on the roof of Parking Structure One. All subjects admitted to smoking marijuana, and two glass pipes and a small amount of marijuana were confiscated.

Officer Rominger and Officer Baker contacted nonstudents smoking marijuana on the north side of the University Honors Building. One subject was an unidentified white adult female; the other subjects, Michael J. Jorgensen, Jacob M. Birdwell and Victoria M. Sevin, were issued exclusions.

At 4:47 p.m., Officer Rominger received a report from a student whose backpack, containing two textbooks, had been stolen from his vehicle while it was parked at the University Center Building. The rear left passenger window was broken.

At 2:02 a.m., in Parking Structure One, Officer Jared Shuurmans issued an exclusion order to nonstudent Vincent Luarca after Luarca ran from Officer Schuurmans. No further information.

At 4:15 a.m., Officer Robert McCleary contacted a male subject who had been breaking glass in the area of Southwest Harrison Street and Fifth Avenue, at 5th Avenue Cinema. The man was transported to the hospital for his injuries.

Officer Brenton Chose took a report of several bikes being damaged at the Ondine bike racks.The crime occurred between 6 a.m. on Feb. 16 and 8:30 a.m. on Feb. 17.

At 2:31 a.m., Officer Peter Ward located a broken pedestrian zone sign at Southwest Mill Street and Broadway.

Officer Chose contacted nonstudent Mitch Neuber at the emergency phone in the Smith Memorial Student Union building. Neuber admitted to being a “tagger” and to having no lawful reason for being in the building and was issued an exclusion order.

At 3:40 p.m., Officer Chose contacted nonstudent Andrzej Steyer in the fourth floor men’s room of Cramer Hall. Steyer was taken into custody for trespassing.

Officer David Baker and Officer Denae Murphy contacted Alejandro Lozano in the Stott Center at 8:06 p.m. for causing a disturbance at the basketball game. The subject was asked to leave upon contact and he complied.

At 12:11 a.m., Officer Ward, Officer Schuurmans and Officer Gregory Marks contacted a student in the Broadway building who was smoking marijuana. The incident was referred to the student conduct department.

Officer Jon Buck and Officer Gary Smeltzer contacted a student at the Broadway building at 11:10 a.m. who reported unwanted contact from a church group. A resolution was facilitated by the officers.

911 Hang-up call, Feb. 10
Parkway Apartments
At 3:59 a.m., Officer Robert McCleary responded to a 911 hang-up call from a Parkway resident. Upon arrival at the apartment, the student who made the call said that she had been in a verbal argument with her boyfriend. He wanted to pack up all his things and leave while she didn’t want him to.

At 10:24 a.m., Officer Brenton Chose and Officer Shawn McKenzie contacted nonstudent Billy Blaney for being intoxicated and wandering around the lot with a bag full of beer. Blaney was issued an exclusion order.

At 7:48 a.m., Officer Chose contacted nonstudent Robert Kramer, who was searching through a dumpster on the north side of the building. Kramer was issued a verbal warning.

Ondine Residence Hall
At 3:45 p.m., Officer Michael Anderson took a bike theft report from a student. The bike was of BMX style and secured near Ondine with a u-lock.

Stott Center
At an unspecified time, Officer Chris Fischer responded to a report from Stott Center staff of a student being upset and causing a disturbance at a sporting event. Upon arrival it was found that the student was upset because the student had been asked to move from the reserved seating to the regular seating.

At 9:30 p.m., Officer Fischer took a report from a student who said his vehicle was broken into and his jackets and tools were stolen.

At 6:39 a.m., Officer Brenton Chose took a report from a student who had reportedly been sleeping in his car on the third floor when at approximately 6:30 a.m. someone broke a window and stole his backpack.

King Albert Residence Hall
At 2:05 p.m., Officer Chose, Officer Shawn McKenzie and Sgt. Joseph Schilling responded to a Housing and Residence Life request to do a welfare check on a King Albert student resident. HRL had received a report of possible domestic abuse. Upon contacting the resident, the officers found a female student and male nonstudent David Provencal inside with a bag of marijuana, hash and needles. The illicit substances were confiscated and an exclusion order was issued to Provencal.

At 1:42 p.m., Officer Chose found nonstudent Steven Salvo sleeping in the cinema lobby. Salvo was issued an exclusion order.

Possible magazine sales fraud, Jan. 30

At 1:34 p.m., Officer Job Buck took a report from a student who believed she was scammed by an unidentified white male. The suspect told the student that she should buy his magazines because he was competing in a Z100 radio station contest to win a trip to London and perform as a DJ on BBC. After contacting Z100, it was found that no such contest existed.

Detox, Jan. 31

Urban Plaza
At 4:00 p.m., Sgt. Michael Anderson contacted nonstudent Thomas Cogsdell for being intoxicated in public and arguing with Portland Streetcar security. Cogsdell volunteered to go to detox and was transported by Anderson.

Parking Structure 3
At 8:30 a.m., a male student was taken into custody after fighting with Sgt. Robert McCleary. The student was carrying a grinder that contained marijuana residue. He appeared intoxicated and was taken into custody. He was found to have some sort of martial arts training.

Ignited fireworks, Jan. 20
Broadway Housing Building
At 1:44 a.m., Officer Chris Fischer heard what sounded like gunshots coming from the loading dock on the north side of the Broadway building. Fischer observed two males running west from the building. A search of the area turned up nothing, but a group of people nearby stated they definitely heard fireworks coming from the loading dock.

At 6:24 p.m., Officer Denae Murphy and Officer Brenton Chose contacted nonstudent Joseph Bary in the library. He was excluded from the premises for reportedly taking a stack of business cards and throwing them up in the air as well as repeatedly asking patrons if they wanted to play.

At 7:12 p.m., Officer Murphy took a report of a fire extinguisher discharge in a room in the Fourth Avenue Building. A work order was submitted.

Single vehicle car accident, Jan. 22

Parking Structure 1
At 11 p.m., Officer Fischer responded to a car accident on the fifth floor of PS1. A Portland State student drove her car into a cement pillar while going down a ramp to the fourth floor. She swerved into the pillar in an attempt to avoid a vehicle that was backing out of a parking space. The student was transported to Kaiser Sunnyside Medical Center for treatment, and her vehicle was towed.

Smith Memorial Student Union
At 9:30 p.m., Officer Fischer contacted two PSU employees who observed individuals damaging the Smith game room door that leads to a safe. Auxiliary Services Manager Kristine Wise submitted a work order and said nothing was missing.

DUI crash, Jan. 25
Southwest Broadway and Montgomery Avenue
At 3:10 a.m., Officer Peter Ward contacted a driver in a vehicle that had crashed into a brick planter on the corner. A female PSU student occupied the vehicle. The Portland Police Bureau was notified and took the student into custody on the scene for a DUI evaluation.

At 3:23 p.m., Officer Michael Anderson was dispatched to the library because of a report of theft from a student. The student said that her wallet was taken while she was at the library between
3 p.m. and 3:05 p.m.

University Pointe party, Jan. 13
University Pointe

At 2 a.m., the Portland Police Bureau was called to the University Pointe building because of reports from the local security staff of a chaotic, out-of-control party on the entire 10th floor. Earlier efforts by UP security to shut it down had been resisted by students. PPB contacted the Campus Public Safety Office but was shortly advised that UP is not under Portland State’s jurisdiction. Domestic disturbance, Jan. 13

Academic and Student Rec Center

At 8:51 p.m., Officer David Baker and Officer Denae Murphy observed a male PSU student and a female nonstudent, Taryn Mueller, engaging in a physical dispute outside of the ASRC. The male student attempted to flee and resist but was eventually taken into custody. After interviews it was found that the student may have tried to take Mueller’s purse. Neither wanted to press charges.

At 1:09 p.m., Officer Jon Buck and Officer Gary Smeltzer excluded Jeffrey W. Holmes from the fourth floor of Cramer for disruptive and menacing behavior. Holmes was flagged as prohibited to carry firearms.

Possession of burglary tools, Jan. 16
Cramer Hall

At 8:15 p.m., Officer Baker arrested nonstudent John Labarbs on the south side of Cramer Hall for loitering and possessing burglary tools. Labarbs was hiding bolt cutters under his coat and loitering near a bike rack.

CPSO vehicle vandalized, Jan. 18

Shattuck parking lot

At 5:05 a.m., Officer McCleary found a CPSO car with raw egg on its passenger side window while it was parked in the Shattuck lot.

Ondine Residence Hall

Officer Chris Fischer responded to a student report of a stolen television from the fourth-floor lobby of Ondine. The victim, a Portland State student, said she had left the TV in the lobby while she left for 30 minutes to buy groceries at Safeway. The TV was a black, 42-inch LG.

At 12:35 p.m., officers Joseph Schilling, Gary Smeltzer and Peter Ward went to the women’s restroom on the east side of SRTC because of a complaint of a stall being locked and occupied for more than two hours. Nonstudent Michal J. Cartagna was found inside and removed and cited for trespass.

At 12:38 p.m., Officer Jon Buck took a report of a bike theft from a student. The bike was reported stolen from a rack on the north side of Neuberger Hall.

At 3:27 p.m., Officer Buck excluded nonstudent Dirk M. Lewis, also known by the street name “Pinky,” for disruptive behavior.

Cramer Hall

At 3:20 p.m., Officer David Baker responded to a report of a male exposing himself to a female student in Cramer Hall. The only description provided was that he was a very large white male, 6-feet-4-inches and 240 pounds, with brown hair.

Broadway Housing Building
At 1:15 a.m., Officer Fischer and Officer Robert McCleary responded to a noise disturbance in the Broadway building, room 341. Upon contacting the residents, three PSU students and two nonstudents were found inside. Alcohol and a small amount of marijuana were confiscated.

Assault/harassment: Dec. 12
Broadway Housing Building computer lab

At 11:51 a.m., Officer Robert McCleary responded to a report of a male yelling at a female in the Broadway computer lab. Upon arrival, nonstudent Adrian Chase was found present. Just before the arrival of the officers, Chase had assaulted one person in the lab and spit on another. He was taken into custody.

Suicide threat: Dec. 16
Broadway Housing Building

Officer Jared Schuurmans was dispatched at 12:23 a.m. to the Broadway building to respond to a suicide threat made by a resident. The resident intended to hang himself. After being talked into refraining from such action, Multnomah County Mental Health Services were contacted and references were given to the student.

At 8:52 a.m., Officer Gary Smeltzer and Officer Joseph Schilling responded to a report of a man sleeping in the lobby area of the first basement floor in the SRTC. They found nonstudent John Thomas Duncan and upon contact found an ax/hatchet down the back of his pants. He stated it was for self-defense. Duncan was issued an exclusion order.

Juvenile with marijuana: Dec. 20
Park Blocks

Officer Chris Fischer contacted a juvenile at around 8 p.m in the South Park Blocks who was carrying marijuana in plain view. He was transported to Oregon Health Sciences University because he was vomiting on site.

Bike part theft: Nov. 16
Neuberger Hall

At 11:46 a.m. Officer Gary Smeltzer took a report from a student that the rear wheel of his bike had been stolen while it was locked to a bike rack outside of Neuberger Hall.

Heroin possession: Nov. 16
West Heating Plant

Officer Michael Anderson was dispatched at 3:45 p.m. to the West Heating Plant due to a report of possible criminal mischief. Upon arrival Officer Anderson contacted two nonstudents, Nigel Bell and Joseph Reynolds. Bell attempted to flee but was forcibly taken down by Officer Anderson. Heroin residue was found on Reynolds’ person and Bell had a pre-existing warrant. Both were arrested.

At 12:08 a.m. Officer Jared Schuurmans contacted nonstudent Charles Engberg, who had been sleeping by the front door of the HGCDC. Engberg refused to answer any questions and was issued a citation.

Southwest 12th Street and Montgomery Avenue

At 9:15 a.m., a nonstudent was struck by a car while walking in a crosswalk at the intersection of Southwest 12th Street and Montgomery Avenue. Officer Shawn McKenzie
